regloadr.exe is added to the system as a result of the W32.HLLW.GAOBOT.AO virus. The application attempts to spread to network shares that have weak passwords and allows attackers to access an infected computer through IRC. This program is a registered security risk and should be removed immediately. If found on your system make sure that you have downloaded the latest update for your antivirus application.
